Welcome to Sukima English News! I'm Sarah.

And I'm Marc.

Today we've got three stories from Japan: a child abuse case that started with ChatGPT, a police officer caught betting one hundred million yen on online casinos, and the limits of Japan's record-breaking yen interventions.

Three very different headlines, but each one tells us something about where Japan is right now.

Our first story involves the daughter of a former Giants baseball manager who reported her father for abuse.

She then faced online bullying, and the Minister for Children's Policies stepped in with a strong statement.

That's tough. Victims can face secondary harm just from the public reaction.

What exactly did the Minister say?

He said violence is never acceptable, and that children who are being hit or hurt at home should not hesitate to reach out.

He pointed people to "189," the national child abuse hotline, known in Japan as "Ichi-Hayaku."

That hotline is important. A lot of people don't even know it exists.

Right. And what makes this case unusual is how she got there in the first place.

According to the article, before contacting the police or child services, she consulted ChatGPT.

ChatGPT? So an AI tool was her first step.

Yes. She apparently described her situation and asked what to do next.

That's a sign of the times. People used to call a friend. Now they ask an AI.

The Minister also strongly condemned the online attacks she received after reporting her father.

That's the painful part. She did the right thing, and then strangers came after her.

He called those attacks "absolutely unacceptable."

Strong words. It says something about how often this happens.

Exactly. Even seeking help can lead to public scrutiny.

And that fear is what keeps a lot of victims silent.

He emphasized that abuse at home is often a pattern of psychological abuse, not just physical harm.

That's an important point. People often picture only one kind of abuse.

To put it in numbers, child consultation centers across Japan handled 225,509 abuse cases in fiscal 2023, according to the Children and Families Agency.

Two hundred twenty-five thousand cases. That's a record. (22

And among those, about 60 percent were classified as psychological abuse.

Sixty percent. So most of what these centers see isn't bruises — it's words, threats, control. (6

Exactly. The 2024 numbers came in slightly lower, the first drop since records began in 1990.

A small drop, but still over 220,000. That's not really a relief.

No. The Agency itself said the situation hasn't really changed.

So why a drop now?

Hard to say. Better community awareness, more pre-school check-ins, possibly slight reporting fatigue.

Either way, the bar is still incredibly high.

So the Minister's message is simple: don't hesitate, and don't worry about what people online might say.

A simple message, but a really hard one to act on.

Now let's turn to something surprising from within the police force itself.

Oh? What happened?

Chiba Prefectural Police announced on Friday that a 39-year-old senior officer at Kashiwa Station has been suspended for six months.

Six months. That's serious. (6

The charge is habitual gambling. He bet a total of around one hundred million yen on online casinos.

One hundred million yen? That's roughly seven hundred thousand US dollars. (1

According to reports, he was "winning big in short bursts," which raised internal suspicions.

So he was actually doing well at it, and that's what gave him away.

Possibly, yes. And the issue here isn't just the amount.

It's the fact that he's a police officer.

Exactly. Online casinos are a punishable offense in Japan, even when the website is hosted overseas.

So just logging in from Japan breaks the law.

That's the point of confusion for a lot of people. The sites can look like casual games.

But the law treats them like real gambling.

Right. The officer was investigated under Japan's habitual gambling statute, then referred to prosecutors on paper.

Meaning he's been formally referred, but not yet charged in court.

Correct. And on top of that, he received disciplinary actions from the prefectural police.

It really erodes public trust when someone in uniform is doing this.

Let's zoom out and look at how big this problem is across Japan.

Yeah, I was going to ask. Is this one bad apple, or something wider?

The National Police Agency ran its first nationwide survey in March 2025. They estimated about 3.37 million people in Japan have used online casinos at some point.

Three point three seven million. That's a small city's worth of users. (337

And the total amount wagered is estimated at about 1.24 trillion yen a year.

1.24 trillion. That's about eight billion US dollars. (1

Just under, yes. And here's the part that really stood out: 43.5 percent of users said they did not know it was illegal.

Forty-three percent had no idea. That's almost half. (43%

Right. The sites often have Japanese-language interfaces, Japanese support, even Japanese influencers promoting them.

So users assume the operation is legal here.

But it isn't. Even one bet from Japanese soil breaks the law.

And which generation is most affected?

People in their twenties had the highest experience rate, at around 8.7 percent. (20

That's huge. About one in twelve people in their twenties has tried it.

Mostly through smartphones. That's the key change from old-school gambling.

A casino in your pocket, 24 hours a day.

Exactly. And for viewers abroad, the takeaway is simple: online casinos are illegal in Japan, full stop.

Even the ones that advertise heavily here.

Especially those. The fact that even police officers are getting caught up in it shows how normalized it has become.

It's not just about one officer. It's about a million people in their twenties not realizing they're breaking the law.

Now let's turn to the yen, which has been making headlines all month.

It's been weak — really weak.

Between late April and late May, the government and the Bank of Japan stepped in, buying yen and selling dollars. (4

How big was the intervention?

A total of 11.7 trillion yen.

Eleven point seven trillion? In one month? (11

Yes. The Ministry of Finance called it the largest single-month yen-buying operation on record.

That's a serious amount of firepower.

After the first move on April thirtieth, the dollar briefly dropped to around 155 yen. (4

A real reaction, but only briefly.

Right. By May twenty-ninth, it had climbed back to around 159 yen.

So almost back to where it started.

One analyst at Mitsubishi UFJ Trust Bank put it this way: the intervention "put the market on alert."

A warning shot, basically.

Exactly. He added that without it, the yen might have weakened even further.

So it had a purpose, even if it didn't reverse the trend.

That's the assessment.

Why is the yen still under pressure, even after that much spending?

The main reason is the widening interest rate gap with the US.

Higher rates there, low rates here. Money follows the higher yield.

Exactly. So underlying pressures on the yen stay in place, no matter how much the Ministry intervenes.

A trillion-yen tap on the shoulder, but the wind keeps blowing.

A nice way to put it.

So how does this actually work? The Ministry just steps into the market and buys yen?

Pretty much. They use foreign currency reserves — mostly dollars — and exchange them for yen on the open market.

So Japan spends dollars to buy back its own currency.

Right. And 11.7 trillion yen worth of dollars is a serious chunk of those reserves.

It's not unlimited firepower, then.

No. Which is why analysts watch every move very carefully.

So is another round of intervention possible?

Officials say they will keep watching the market closely.

Which is basically code for "we might do it again."

Possibly. For now, the dollar is near 159 yen, and the underlying pressures are still there.

And for ordinary people in Japan, what does this mean?

Higher import costs. Energy, food, raw materials — almost everything Japan buys from abroad gets more expensive.

Which then shows up in supermarket prices.

Right. So even if the headline number is "159 yen to the dollar," what people actually feel is a slightly higher grocery bill, every single week.

A slow leak rather than a single shock.

Exactly. And that's the part everyone feels — at the grocery store, at the gas station, on the utility bill.
